Political Sign Policy: 9/30/2020
Quick clarification/reminder - per Port Orange City ordinances, residents are limited to one (1) sign per candidate on each property. It's perfectly acceptable to show support during elections, but please be tasteful and respectful.

Pressure Washing - 6/2/2020To all who may be interested - Mr. Pressure Washer will be in the community cleaning our sidewalks and other common areas this week. If anyone has a need to get their driveways and entry ways pressure cleaned, he is offering a special $50 price to our residents since he will be in the neighborhood anyway. If you need your sidewalks, pool decks or other areas cleaned as well, he can provide a very reasonable price if you would like to take advantage of it while he is available. Front Fountain - 5/19/20FYI, We had to turn off the front fountain again due to low water levels in the lake. We will turn it back on as soon as it is safe to do so.
Attention all residents!There have been some recent reports of vehicle break-ins once again. Please be vigilant. Keep your vehicles and any doors to your home locked at all times. Also, try to keep your garage doors closed when not in use, especially at night.

Also, as many of you have probably noticed, we have not had a great deal of rain for this time of year. As a result, the lakes are lower than normal. Because of this, we have to turn the front fountain off at times to prevent damage as there is not enough water in the lake for it to operate safely. But we will monitor the water levels and try to keep it on as much as possible.

As noted below, I resigned as HOA President. I've served this community on the Board of Directors for five years, with the last 2 1/2 as President. I feel it has been an honor and a privilege to have served our community, and I wish the Board of Directors continued success. If they are successful, the Ashton Lakes community will be successful.

Effective immediately, Ron Kelly has resigned as our president. Walt Smith, the HOA VP, has taken over the duties as president leaving the vice-president position open.

The developer for the parcel on the corner of S. Williamson Blvd and Oakwater Lane, (behind our Ashton Lakes sign/pond) mailed an invitation to every Ashton Lakes resident to show us their development plans. I also directed our property manager to email a copy of the invitation to each resident. The meeting was held at 6:30 on May 15 at Cypress Head Golf Club.
NexCore, the developer, wants to build an independent/assisted living/memory care center. And the reason for the meeting was to show us their plans and to find out the residents concerns. There were many questions however, our number one concern was the fact that they plan to use the easement driveway into Oakwater Lane and reposition it closer to our community. There was much anger and concern regarding this last proposal.
The Board of Directors decided to retain an attorney to help us fight this proposal. As your president, I was concerned that out of a 140 homes, only 18 families showed up for this critical meeting. We will need as many residents as possible to show up at the next meeting, which will be at city hall when they present their plans to the Planning and Zoning Board.
Regarding the first development on the right as you leave our community, it is being developed by Central Parc. They also want to have a driveway coming into Oakwater. The same attorney that we retained to fight NexCore will also represent us to fight Central Parc.

We held a meeting on March 29th in Richard Fiore's driveway. We voted to accept a proposal to mulch our common area for $2500. We then voted for the cleaning of sidewalks, curbs, gutters, signs, columns and park benches for $3800. A proposal to extend irrigation between two lakes on the left as you enter the community was tabled due to the high cost. We voted for a fountain enhancement from the Lake Doctors for $547 which was approved by the board. This more than doubled the size of the spray and is now completed.
Regarding the property for sale on the right as you enter the community, it is being developed by NexCore. This firm develops healthcare facilities for hospital's, assisted living, etc. As we receive more information regarding what is going to be built, I will update you.

The flowers on our island have just been changed from Poinsettias to Celosia's. The new flower change occurs four times a year.
It is now time to spring forward. We set our clocks ahead one hour tonight, and on Sunday I will change the timers on our front fountain and Ashton Lakes sign to reflect DST. The other fountain works on a photo electric cell.
I also contacted Jamie Rountree to have his irrigation person reset the timer on our system to reflect the change in time.

Today I met with Greg from the Lake Doctors to have our two fountains serviced. The good news is that they are operating perfectly. While we were there, I changed the timer on the front fountain to have the lights come on at 7:00 p.m. Those two spotlights create 1000 watts of power, so making sure they come on at twilight extends the life of the lights which are expensive to replace. It also reduces our electric bill.
Greg cleaned all the heads and also cleaned the spotlights which creates greater illumination and extends the life of the spotlights by not having them over heat. The fountain light on the second lake is controlled by a photo electric cell.

On Saturday, Jan 26, we held the Election of Officers meeting. We'd like to thank Ron Reynolds for his participation as a Member at Large for one year. He resigned his position, effective Jan 26. Ken Bradley replaced Ron, as our new Member at Large.
As your president, I gave a complete review of what your board approved and accomplished throughout the year. We had many residents in attendance for the 90 minute meeting.
I want to personally thank Arlene and Richard Fiore for providing refreshments (coffee, cookies, and pastry) as well as the venue, for the meeting.

On Monday, Jan 14, I had a defective timer repaired by Wilson Electric. This timer controls our Ashton Lakes sign and the two 500 watt spotlights on the front fountain.
The Lake Doctors, the company that maintains our lakes, recently asked me if there was access to our second and third largest lakes. We did find common ground and they are now putting boats on the three largest lakes which allows them to improve the quality of the water. The remaining lakes are too small for boats.

Our Christmas decorations were put up on Dec 1 by board members, Walt Smith and Ron Kelly, and residents, Lorraine Smith and Pam Kelly. Board member, Richard Fiore, used his truck to pick up and deliver the decorations to the front of our community. Most of the decorations were donated by the Smith family, HOA residents. And a new addition this year came from the Melchionda's.
A nine foot Christmas tree was donated by residents, Mark and Lisa Melchionda. I'd like to personally thank the Smith's and Melchionda's for their donations to our beautiful holiday entrance. And because of their donations and the volunteers, there was no cost to the HOA.

In reference to the fallen tree, and pond that needed to be cleaned out behind homes on Tortoise Creek and Oak Water:
Tim Melrose cut down the tree and hauled it away along with the saw grass debris that he cleaned out of the small retention pond. Tim also killed two water moccasin snakes in that pond that attacked him.
Our Board of Directors met at City Place on Dec. 5 to discuss and approve the 2019 budget. The budget was approved and there will be no increase in dues for 2019. They will remain at $535.00.

Rountree's irrigation crew repaired six culverts this month. The particulars are noted below on the date, 9-28.
Per our seasonal flower replacement contract with Roundtree, we will soon see new flowers both ends of the island. We have chosen poinsettias for the holiday season as requested by many residents. They should be in the ground by mid-November. The next set of flowers that replace the poinsettias will be planted after the last frost.

Our community entrance that contains the Ashton Lake sign, fountain, well, etc. has been a source of concern for some residents. I contacted Jim Paytas, owner of this property, on Sep 24, and he explained that we have a lifetime easement regarding this parcel. Mr. Paytas took the time to send me the documentation that proves the lifetime easement. It was drawn up on Jul 19, 2005, to protect this property for our community. I obtained this information and documentation without a lawyer, so there is no cost to our HOA other than my time, which has no dollars attached.
At our last meeting on 9-28, the board approved the removal of a large tree that I feel presents a danger. It has fallen out of the conservation area onto another tree behind a resident's home in the Oakwater-Tortoise Creek interior. The estimate of $750 was approved by the board.
I recently walked all the culverts with Jared Sawyer to ascertain if any need addressing. We found an additional six that need repair. The board approved the estimate of $840.

I met with Justin, Lake Doctors, Vice President, to discuss a problem pond, approx. 50' in diameter located in the same area as the fallen tree. This pond has excessive Saw Grass growth that must be removed. If we were to have it done immediately, the cost would be prohibitive. Instead, I negotiated with Justin, and he came up with a more viable solution.
They will treat this area in October with a chemical that destroys Saw Grass within three to four months, at no cost to us. At the end of that period, I plan to have the person who cuts our community's trees remove and haul the dead material.
